>> "that's always good news" every officer that is able to help and prevent crime on the street is always good news. >> reporter: in oakland, haaziq madyun - kron 4 news >> now we'll break down some oakland crime numbers. a ofrobberies, burglaries and vehicle thefts are on the rise this year. there have been 585 robberies so far this year. that's 22 percent more than this time in 20-12. as for burglaries - more than 16-hundred alerady.and --already we're still in february. that's 6 percent more than this time last year. and almost 11-hundred vehicle thefts. which is 8 percent more than at this point in 20-12. it's worth noting that murders and rapes are down so far this year compared to last. so police are making gains in some areas, but losing ground when it comes to robberies, burglaries and vehicle thefts. >> pam: now to a developling story. a livermore mother.

convicted of having sex young teenage boys, could be facing more charges tonight. kron 4 news has learned christine hubbs. is under investigation for cyber- bullying one of her victims. justine waldman tells us. her daughers are also being questioned by police. >> reporter: kron 4 news has learned police want to know if christine hubbs.seen here from an earluer court apperance. is behind a vicious cyber bullying attack against one of her victims. livermore police tell me her daughters posted mean messgages about one of the boys on social media sites. and the comments crossed the line. >> "when it got to the point that they were threatening harm against one of the boys that is when it crosses the line from free speech to a criminal act." >> reporter: here is timeline of events. just days after being released from state prison for having sex with teenage boys.on friday hubbs is arrested again for a parole violation. possesion of porn. on satuday at 10am. the threatening posts. police say put up by her daughters.

tragedy. it was happy hour at j-j's restaurant when the explosion happened tuesday. only minutes before.several employees had been evacuated. it wasn't soon enough -- the fire sent 10 employees and several others to the hospital. and one waitress apparently didn't make it out. it's believed that a body found today is that of 35- year-old megan cramer. the kansas city mayor acknowledges that there could be more victims. >> we continue to work on the scene to make sure that we have addressed every possible issues. >> catherine: as for the cause, while the investigation continues - a contractor may have hit a natural gas line - causing the explosion. and it's troubling that neighbors say they had smelled the strong odor of gas an hour before the explosion. some even indicating that they had noticed a gas smell days ago. about everybody the with the

>> a developing story. and it's a strange one. the body of a missing canadian tourist has been found in a water tank. on top of a california hotel. the historic cecil hotel is in downtown los angeles. 21-year-old elisa lam was last seen january 26th. her body in the roof-top water tank after guests complained about low water pressure. 1 troubling. . but it is disgusting. the

water that i breakand that water that i drink and pressed my teeth with? >> catherine: and then there's the surveillance video - which shows the woman acting strangely in a hotel elevator. she walks into the elevator.pushes several buttons.and later peeks outside a couple of times -- as if someone. police are trying to figure out if her death was the result of foul play. health officials, meantime - have issued a 'do-not-drink' order at the hotel. >> we're profiling the bay area's most wanted suspects. police in pleasant hill are looking for two suspects in a recent violent home robbery. it happened just after 11-am on february 7th. this was at a home on wendy drive near beth drive. this is between contra costa blvd and interstate 680. here are sketches of the suspects. they pistol whipped one of the residents and held them at gun-point. the suspects stole cash, a laptop and hand-gun from the home. i'm grant lodes, kron 4 news.

time payment either before or within 48 hours of crossing the spaneither here on lineor at one of the many kiosks that will be set up around the bay area.and yes.those will take cash. those who do nothing at allwill get a bill.the car's registered owner will recieve a toll invoice like this one here in the mail. and they'll have 21 days to pay before being hit with a 25 fine for toll evasion. maureen kelly kron4 news more bay area news-- a gas leak prompted an evacuation in san francisco's mission district. this is video from our helicopter partnership with abc 7 news of the scene just after 10:30 this morning. pg-and-e crews say a contractor working on a city sewer project dropped a large rock and punctured three gas pipelines. about 40 people were evacuated. the leak was capped and the evacuation order was lifted just before one this afternoon. >> reporter: out of 200 people lost water overnight.

let us take a look at what is going on over arizona and colorado towards kansas and oklahoma. this is a system that we were dealing with yesterday. a very cold system and it is going all the way to the south. the rule arizona, and it is merging with another disturbance, powerful. texas, oklahoma we will see severe weather with the clash of the cold air, and the warm air from the gulf of alaska. producing snowfall, freezing rain in portions of oklahoma and the threat of tornadoes. with a very nasty picture. conditions will improve as we move to the east. >> catherine: after parts of the country got walloped recently by a huge winter storm. there's another powerful storm system moving through the midsection of the

country. including here in kansas. strong winds could hit the central plains. and the south and midwest could see freezing rain. this is oklahoma. with snow already on the ground. it's one of the places where there are winter storm watches and warnings in effect tonight. there could be problems from oklahoma and kansas to the ohio valley and even further east. indiana and illinois are also getting cold, wet weather.and possibly more snow. take a look at arizona, a bit more unusual. this is in flagstaff. many cancelled class's. and so has been a problem in california.

intruder in his bathroom. he says he grabbed his gun and made his way down the hall and then shot upwards through the door. he testified, "i felt a sense of terror rushing over me." >> "i did not have my prosthetic legs." >> "and i felt extremely but the prosecution says pistorius took the time to strap on his legs, then strode to the bathroom and fired downwards, fully aware that his girlfriend was behind the locked door. prosecutors also cited a witness who claimed to have heard the couple arguing nonstop before the shooting. pistorius's lawyer got them to admit the witness was 300 yards away. the length of three football fields. the athlete broke down in tears several times. his uncle insists that pistorius has no violent nature. >> "he looks tough and he looks like a superstar and holds himself in the public domain but he's actually a very, very kind soft person."

>> reporter: the golden gate bridge has 6 lanes of traffic. the number of lanes travelling in each direction on the bridge changes throughout the day 1 1 on the southern end of the bridge, there are 11 eleven toll lanes. only cars traveling south into san francisco have to pay tolls...northbound travel is free. google earth currently, at the toll plaza, the southbound lanes on the left are fastrak only, the rest accept fastrak or cash, via toll takers. the number of each type of toll lane varies depending on how the bridge lanes are configured. but after the conversion to all electronic tolling take place in possibly late march, all of the toll lanes will function in the same way. every lane will become an electronic toll lane and there will no longer be toll takers accepting cash. fastrak will continue to work at all of the lanes and for drivers who don't have a fastrak account, cameras will record license plate numbers and send a bill to the car's registered owner. commuters will also be able to set up an account based on their license plate number, where every time they drive through the plaza a charge will be sent to their credit card.
